There is a demised government employee who continues to employ proxy employee in Mizoram, state minister for Department of Personnel and Administrative Reforms (DP&AR) K. Sapdanga said on Assembly session. Winding up discussion of the demands under his charge, Sapdanga said that the government has identified government employees who have been employing substitutes instead of being in their posts while there is even one employee who was already dead, but still employing a proxy in in his place. The minister told The Print on Tuesday that one employee was dead, but the substitute continued his work probably by hiding the death of the real employee. He said that of 42 government departments, 38 departments are having substitute employees. “Except for Excise, DP&AR, ICT and Vigilance departments, all the employees under 38 departments are employing proxies,” he said.
Of the total 3,650 government employees having substitutes employed, School Education department has the largest number of substitutes employees at 1,115. Health & Family Welfare Department has 624, Power and Electricity Department has 253, General Administration Department has 239, Public Works Derparmenthas 119 and Rural Development has 109 substitute employees, he said. Of those who employed substitutes 2,070 government employees state thatthey have to do it due to health reasons while 703 of them cited domesticproblems. At least 350 employees say that they are compelled to employsubstitutes due to personal problems like absence of residential quarters,inaccessibility of the villages where they are being posted and language problems. There are 90 government employees who employ substitutes without givingany reasons while 35 say that they employ substitutes due to orders from higherauthorities.
At least 43 employees have to employ substitute as they pursuit higherstudies while 74 employees have other different reasons which are wide-ranging. Sapdanga said that the state government has shown leniency towards proxy employees which adversely effected governance resulting in severe inconveniences to the people. There are different kinds of leave for the government employees which those having health issues can avail. Beyond that laws and rules should be followed or face disciplinary actions, he said.“If a person does not do his or her work as appointed and where he or she is posted, he breaks the law and commits offence,” he added.
