LADC to host the floor test at the special session

Chairman of Lai Autonomous District Council (LADC) V.L. Hmuaka on Monday summoned special session of the LADC to be held on Thursday when a floor test to determine whether the incumbent Chief Executive Member (CEM) V. Zirsanga has the confidence of the council or not. A notification issued by the secretary of the LADC says that special session of the council has been summoned in accordance with the order of the governor of Mizoram on February 29. At least 13 members of district council (MDCs) of the LADC had submitted a representation to state governor Hari BabuKambhampati that they did not have confidence in the Mizo National Front (MNF) government led by Zirsanga and appealed to him to conduct a floor test expeditiously.

Signatories of the representation comprise of 9 MNF MDCs and one each from the BJP, Congress, Zoram People’s Movement (ZPM) and independent. Earlier on February 9, Zirsanga had tendered his resignation as leader of the MNF legislature party to the deputy leader, but was rejected by the MNF legislature party on the next day. After 13 MDCs submitted representation, he said that he was ready to step down as leader of the MNF legislature party as well as CEM. Trouble in the LADC’s MNF government began brewing after Zirsanga (65) was convicted under section 13 (2) read with 13 (1) (d) ofPrevention of Corruption Act, 1988 (PC Act) read with 120 B of Indian PenalCode (IPC)and sentenced to 4-year imprisonment and a fine of Rs. 4 lakh by theSpecial Court (Prevention of Corruption) in Aizawl on January 22 last.

He was convicted for misappropriation of funds while he was holding the post ofExecutive Member (EM) Education in the LADC.LADC has 25 members, of which Dr Lorraine LalpeklianaChinzah, afterbeing elected to the state legislature resigned as MDC leaving 24 members in thecouncil.Reports from southernmost Mizoram’s Lawngtlai town, headquarters of the LADC said that there has still been uncertainty over who will take over the baton of CEM after the exit of Zirsanga. “There still could not be unanimity in forming united legislature party while proposals of the lone BJP MDC to form BJP legislature party and the lone ZPM MDC to form the ZPM legislature party were still rejected by the 9 MNF MDCs,” the reports said.
