Budget session and second session of the 9th Mizoram Legislative Assembly on Wednesday evening passed the state annual budget for 2024-2025 fiscal amounting to Rs. 14,276.62 crore as presented in the assembly by Chief Minister Lalduhoma, who also holds the finance portfolio on February 27. The session which commenced from February 19 with the customary address of the state governor Hari BabuKambhampati was also adjourned sine die by the assembly speaker Lalbiakzama, late in the evening, soon after the state annual budget was passed. Except for an increase of stamp duty from 1 per cent to 3 per cent the state annual budget was presented without proposal for any new taxes and increase in tax rates even as the state is reeling under acute financial crunch.
Questions have been asked and replied by using neva application for the first time in the 16-day budget session which is regarded as a step forward in the paperless Assembly project. Lalbiakzama, while winding up the session before adjourning it, said that 10 government bills have been passed during the course of the session. An official resolution opposing scrapping of Free Movement Regime (FMR) and erection of fencing along the Mizoram-Myanmar as moved by state home minister K. Sapdanga on February 28 was unanimously adopted.
Of the two private member’s resolutions deliberated in the assembly one was adopted while another one was rejected. Elections to the 3 financial committees – Public Accounts Committee (PAC), Committee on Estimates (CoE) and Committee on Public Undertakings (CoPU) were held while 16 papers and 3 reports were tabled. Speaker’s report said that of 482 starred questions submitted 475 were accepted of which 280 starred questions were included in the lists of business. At least 75 questions were asked inside the assembly and given replies while 205 questions were given written replies. The state assembly secretariat received 37 unstarred questions while 194 starred questions were converted to unstarred questions. EOM
