Mizoram Governor Gen. (Rtd) Vijay Kumar Singh will deliver his customary gubernatorial address in the fourth and budget session of the ninth state legislative assembly on the first day of the session on Wednesday, assembly secretariat officials said. The officials said no other business will be taken up as it is the convention of the state assembly not to take up other businesses on the day the state governor addresses the house and also on the day the budget is presented in the Assembly. Till Tuesday evening, 4 government bills, 3 of them fresh bills including the state university bill, have been received and approved by speaker Lalbiakzama while 3 other government bills have also been received awaiting approval of Lalbiakzama, the officials said.
The other bills already approved by the speaker are The Mizoram Private Placement Agencies (Regulation) Bill, 2025 submitted by the labour, employment, skill development & entrepreneurship (LESDE) development and The Mizoram Urban & Regional Development Bill, 2025 submitted by the urban development & poverty alleviation (UD&PA) department as well as The Mizoram Goods & Service Tax (First Amendment) Bill, 2025 prepared by the state finance department.They said that an official resolution has been received from the environment, forests & climate change department for a proposal to ratify the The Water (Prevention & Control of Pollution) Act, 2025 already enacted by the Parliament. At least 85 private resolutions have also been received.
At least 833 starred questions (to be given replies in the house) and 96 un-starred questions (to be given written replies) have also been received by the assembly secretariat, they added.
